The 13 year cycle will be reduced to a 10 year cycle. The three years of BIT (Basic Individual Training) will be removed. Frankly, i have absolutely no idea why they call it a cycle. Anyway, it'll take effect on April Fools day 2006.
Hmm.. do i smell an election coming?
